The Territory of Louisiana originated in a congressional act of March 26, 1804, under which Congress divided the 1803 Louisiana Purchase at thirty-three degrees of north latitude, created the Territory of Orleans in the south, and made the northern portion the District of Louisiana, placing it under the government of the Territory of Indiana to be administered as a separate unit.
He participated in the battle of Monmouth. In 1803 he was the main negotiator for the Louisiana Purchase. His reputation of being an extremely honest person caused him to be sent to France by Thomas Jefferson to support the ongoing negotiations. There, he would assist Livingston in persuading France to sell the territory of Louisiana.
For 60 million francs (about $15 million), the Louisiana Purchase gave the United States an area that stretched from New Orleans to Canada and from the Mississippi River to what is now Colorado and Idaho. That’s 828,000 square miles for about three cents an acre, surely one of the best real-estate bargains in history. But there was a problem.
